Governor Richardson of New Mexico has signed into law the abolition of capital punishment in that state:

It may seem too early to be overly optimistic, but it is one further sign in the United States that the wind is shifting, and that one of the more stalwart and increasingly isolated countries on the death penalty map is following the rest of the world towards abolition.
