Lancet article on health care personnel in Africa

Ed Mills is the principal author of this article published in the current Lancet dealing with recruitment of medical personnel in Africa, and the human rights implications. Development partners, that is donors, working in poor countries have a duty to ensure that they 'do no harm' and should work into their country strategies both assistance to retention of health care staff and prevention of those same staff migrating to the donor countries.

Where is the joined up government that should ensure that a country supporting a health service on one hand is not 'poaching' its qualified health service staff on the other? Many donor countries are guilty of this, as referred to in the article. The role of development partners needs further attention.
