Extraterritorial application of human rights law
Katarina Mannson writes: 'Anyone exploring the issue of extra-territorial application ofinternational HR treaties, and the ECHR in particular, may find aninterest in the attached decision by the ECtHR on two cases brought beforethe Court regarding actions of KFOR (NATO-led forces operating in Kosovo under SC Res 1244). Have not yet read the full decision, but a quick look at para 149 evokes some very intriguing thoughts with respect to thenever-ending fascinating tension between justice and peace/security.
